That’s the original set up that came in that Sea Skiff for a small outboard / fishing motor. Steer while you fish…
When I’ve seen setups like that it’s for when you’re fishing alone or with a freind. You don’t need to leave the cockpit to back down or chase the fish. Thought it was also optional on some boats? May be wrong on that and may just be owner devised.

I snuck over for the show for a couple of hours, couldn’t stand not being there…walked the docks, saw some beautiful boats, got to say a quick hello to a few friends, found my dream boat and then raced back home to take care of randy (he’s doing wonderful).
Can’t thank our friends at WB for making my week more enjoyable – you all rock!!!

The killer whale/Bat Boat you referred to is a Switzer Craft 15′ Shooting Star, vintage ’57 or ’58. As a kid I fell in love with one when I first saw a new one at a dealer in the late 50’s.
